CONSTRUCTION DESIGN & MANAGEMENT CO-ORDINATION
The CDM Regulations were introduced in 1994 and Rush (RCS) immediately adopted the role of Planning Supervisor (later “CDM Co-ordinator” and now called “Principal Designer”) for clients. The rules created minimum safety and health standards for temporary or mobile construction sites (such as cross-country pipeline construction). The CDM Regulations were revised in 2007, and the latest revision came into force on 6 April 2015. The Regulations apply to any construction project if the construction work is expected to: last longer than 30 working days and have more than 20 workers working at the same time at any point on the project – or exceed 500 person days in total.
Clients MUST appoint a Principal Designer at the very start of a qualifying project – and Rush Construction Services Limited has provided assistance as Principal Designer under CDM Regulation for many clients in the gas and utilities industry. This service is often combined with regular Health and Safety Site Audits to ensure compliance, which are carried out by a qualified Health and Safety Practitioner.
During our first 20 years, RCS concentrated on the gas high pressure transmission piped utility industry with key staff having an average of 35 years’ full-time experience in this field. With our background in the pipeline industry, we continue to offer clients the reassurance of a focussed, independent and knowledgeable expertise, with improved communications and control of projects from both CDM and safety management engineering aspects.
Allied to our design capability, Feasibility Studies are undertaken – complete with budget estimate, mechanical/civil/pipeline design, route selection, environmental and archaeological studies to Level 1, materials specification and quantity take-offs. Many successful projects have been carried out for National Grid, SGN, Wales and West Utilities and other utilities contractors.
This early involvement, with appropriately experienced Principal Designers who have intimate knowledge of the UK pipeline facilities infrastructure and standards, and CDM compliance, leads to safety benefits in the detailed design, procurement and construction phases of a project.
